Coach misconduct - which Head Coach?

Let's say we have a normal dual meet (at least here in Illinois) - freshman and JV wrestle on 2 mats (concurrently), then one mat is removed, dramatic center stage lighting is added, and the varsity teams wrestle.

If, on the freshman mat, a CM is assessed, is it on the Freshman head coach, or the Varsity head coach? Same for the JV team. Can we get into the situation where CM is assessed on both the freshman and JV mats, both assessed to "the" head coach (Varsity, I assume), and a second CM on the freshman mat (a less experienced coach, of course) means the Varsity head coach is gone for the evening?

It seems like this is indeed the case, but it seems to hinge on the definition of "head coach". Or, putting it another way, since CM is assessed on the school, and the Head Coach (again, assuming varsity) is the School Representative, all 3 would be assessed to him.

Thoughts?

The head coach. If he isn't there, than it would go to whoever is acting as head coach in his place. If you are at the JH tourney, and the head Varsity coach is across town, what is the point of banning him from the tourney? He isn't even there to begin with.

What if the Head coach is on site, but isn't coaching, and is instead running the tournament. Would you dare to kick him out, especially if the tourney is going well?????
