When he hears 5 he let's the defensive wrestler belly down, let's go of the power half, and then sinks it in again. All the while never loosing the hook.

Do you award near fall and count again, or hold the points?

My criteria is that the defensive wrestler never reached a defendable position because his hip stays off the mat. As long as the hook is in, and the hip is up, I'm holding 3 pts, and calling it the same situation. Right, or wrong?

I'd hold the points as well. Same situation can apply when a turk is used. May be different combinations but it is the same situation.

I believe your intent is fine. Let me just say on a cheap tilt when a double arm bar by the offensive wreslter on the defensive wrestler. In this situation the hip is not involved, but the concepts are similar. We as an associaition: after the cheap tilt is turned and the top guy is holding 3 and he lets go of one (1) of the hands of the double arm bar we , the official, give the 3 points up in the air for the table to see. If the bottom guy does not know how to stop the top wrestler after that then the top wrestler can go again. Lot of the kids gives is a wave with the loose hand to show us " hey he's not doing anything about this and here I go again". In a related scenario more like yours, if a guilotine is applied for 3 and the wrestlers roll back and the hook is in we give the 3. If the bottom guy can not stop the classic leg riders attacks we do not penalize the leg attack. Sometimes the leg riders work hard for that hook and many times they patiently wait. The turk is not the same that move is really one giant hold for back exposure. I can see your side too.
