HS Bad Time Rules Question
It is so go to have a board again. FED still does not have on running.
Start of Period 2.
Clock refuse to start, bottom man hits a switch and reverses top man.
I'm told about the problem as the kid starts the move by the tapper coming out and yelling at me the clock didn't start.
My call was it's all bad time, we start again and the reversal does not count. But after a quick case book review I'm not sure I was right.
Was I correct here, or should I have allowed the reversal taken a guess as to how much time ran off, and started from there?

You've answered your own question. As you suggested, you should have allowed the scoring and then given it your best guess to how much time expired. No bad time in the situation you have described.

Won't be the first time I screwed something up in my career, though telling the coach I messed it up is not a fun thing to do.
Problem was he hadn't completed the move when I stopped the clock, only after he started the move. I'm not sure where in the rule it allows me to assume he'd completed the reversal for the awarding of points.

I will correct myself here...i did not realize that the move was not completed when uou stopped it and declared bad time. It is still not bad time...you just stopped it due to the actions of the tapper and the table workers. No points....no bad time either. Hindsight would have you waving the tapper off the mat but stuff happens!

I always tell my timekeeper not to stop the match if the clock malfunctions. Somehow notify me but keep the time as best you can and I will stop it when there appears to be no action or some other stoppage (oob, pd, etc). Then you need to make a best guess as to how much time elapsed and go with it. It's going to happen so a little preventative reffing always helps.
